Resources

Currently the resources of the Untersee PLA have not been listed. An inventory of Learning Area resources will be a useful step once the project is running. Identified resources to start the project: working time of the representative of each organisation (expertise, description of own offers, etc.) and one full-time person for the coordination of the learning area. Resources for the graphic design of the website, and server /hosting costs. Additional resources for a printed overview (learning area calender) would be useful to reach all the stakeholders who are not used to the Internet.

General Description of built infrastructure:

  • There are several routes between the small towns of the Untersee Region and even highways are only 10 minutes away on the german and Swiss side. Besides the private traffic there is goog public transport.
  • High number of fixed educational locations, educational facilities in the surrounding area of the international Lake Constance region. In the Untersee region itself there are only some hotels, restaurants, schools and others which train people.

4. Potental Financial Resources (Untersee PLA)

The asociation Tourismus Untersee PLA is operating with only one full time person and two part time staff. Within the existing financial and personnel resources, it is not possible to coordinate a learning area. Also the international operating “Internationale Bodensee Tourismus GmbH” underlines the need to improve learning in tourism, but the limited resources do not allow to intensify activities and to assume a coordination role.

It is necessary to provide resources for a full-time job to coordinate the learning area and to guarantee PLA-website orginisation, handling, regular exchange between learning offer and de‚mand, evaluation etc. (“motor” of learning area). The partner will provide regular input to the network. Financial input to cover the costs of coordination will be difficult.

5. Summary of your Learning Area Development Experiences

There is an increasing interest in the concept “Learning Area” on the part of providers and potential customers in the region, mainly regarding informal and formal exchange. However, the general fear is that the financial resources are lacking and, therefore, not enough personell capacities to coordinate this exchange and other elements of the learning area. All stakeholders agree that it is not possible to coordinate a learning area with the existing resources. Daily business has priority!

The results of the first workshop underline that there is often a big gap between supply and demand. A clear and easy structure to bring them together is missing. A more intense cooperation regarding the design (structure, contents) of the offers and also regarding information /promotion of formal and informal learning offers is needed. The impression appears, that certain methods and ways are established for years and have not been evaluated and reflected so far. In the beginning, specially learning providers or coordinators tried a lot and are now frustrated, because it is very difficult to motivate the sector. It is always the same hoteliers, restaurant owners, tourist information counter staff or camp site owners who attend the formal and informal offers. But how does one motivate the others – especially the owners of small and medium-sized enterprises.

The website would be an important element of a learning area opportunities, but even more important are the contacts on a personal level and the opportunities to meet each other. Learning offers should focus on practical experiences and should have a clear and measurable aim. A lot of time for exchange is requested. There are no special contents with relevance for sustainable tourism. Up to now, no evaluation of the current learning offers has been taken.

The following organisations are a potential coordinator of the learning area or could act as a team: IBT International Bodensee -Tourismus GmbH (main tourism federation of the Lake Constance Region), Tourismus Untersee e.V. (Tourism Federation of the “Tourismus Untersee” destination), the German Hotel- and Gastronomy Federation (DEHOGA, Deutscher Hotel- und Gaststättenverband) of Baden-Württemberg. Insel Mainau ( Island of Mainau ), the most important tourism destination at Lake Constance and Regionalbüro der Arbeitsgemeinschaften für berufliche Fortbildung of Baden Württemberg (Regional Office for Professional Training on the Job) offer their co-operation to support the Learning Area Lake Constance .

A further workshop took place at the end of november. The participants were informed about the results of the EU-study and the draft of the learning area handbook. They agreed on intense co-operation between tourism and education regarding the development of new learning offers, the implementation of the learning area website as a part of the website of “Lernende Region” (Learning Region) and measures to promote and to motivate the target groups. The participants agreed on a concrete working plan for 2005 and they are looking forward to further steps of the European Commission to promote and implement learning areas in tourims destinations.
